A draft law that would allow the Russian authorities to nationalize the housing of millions of Ukrainians in the Russian-occupied territory of a neighboring country was approved on Tuesday by the State Duma, the lower house of the Russian parliament.
The draft law was proposed at the end of September by the Minister of Construction of Russia, Irek Faizullin. The document states that the authorities of the “subjects of the Russian Federation” are authorized to seize and use “unclaimed residential premises” to provide them to Russians who are in line for housing.
A draft law is being introduced that establishes the right of subjects, based on the decision of a senior official, to accept and use residential premises that are not demanded by citizens, to provide housing for citizens to whom the state has obligations,” Faizullin said at a meeting of the Moscow government, which took place July 28. In fact, the draft law allows the Russian authorities to expropriate without compensation the real owners of housing in the Ukrainian territories occupied by Russia, who were forced to leave their homes to escape the war.
The Kremlin considers the occupied Ukrainian territories of Kherson, Donetsk, Luhansk and Zaporizhzhia regions to now belong to Russia, after the so-called announcement of their annexation at the end of September.
The draft law “On the use of unclaimed residential premises” was submitted to the Russian parliament in August, and the chairman of the Committee on Constitutional Legislation of the Federation Council, the upper house of the Russian parliament, Andriy Klisas, became the first Russian official to speak directly about the true purpose of the draft law.
“We need a clear legal basis for the confiscation of foreign property, especially Ukrainian, in Russia and in the liberated territories of Ukraine. This issue should be discussed in detail with the government in the fall,” he wrote on August 8 in his Telegram channel.
It seems that, at least in theory, war veterans, family members of fallen veterans, disabled people and other vulnerable population groups will have the first right to receive “nationalized housing”, according to Faizullin.

Last week, Energoatom sent trucks with critical equipment and spare parts to the Zaporizhzhya NPP. At the checkpoint in Vasylivka, the occupiers forced the cars to be unloaded and “removed 45 heaters for their own needs.” In total, there were 300 of them in the truck. Heaters are needed by the stations to maintain the temperature in the premises and to create working conditions in the winter when the station does not generate electricity.
The Russians opened fire on a convoy of cars on the highway in the village of Kamianske. The Russian occupiers imposed restrictions on the sale of alcohol in the captured part of the Zaporizhzhia region and increased the curfew. The reason is the fear of partisans and total drunkenness among the mobilized.
Ivan Fedorov, the legal chairman of the occupied Melitopol of the Zaporizhzhia region, told about it. Meanwhile, local residents of Melitopol have been resisting the occupiers for the ninth month. Therefore, the invaders are trying to somehow maintain control in the city.
“Their “mobs” are homeless people who drink from morning to night, and who rarely appear in the city sober. Thus, they create problems for the Rosgvardia and their police, who have to constantly calm them down. As for curfew, the Russians are shocked by the fact that there is still resistance on our territory, the destruction of collaborators, some are in intensive care, they believe that this way they will be able to fight our resistance forces, that is why they increased the curfew, and so that their mobilized people do not drink, they declare a dry law,” Fedorov said.
He added that this will not help the Russian invaders – they will lose the occupied territories.
Earlier, Fedorov said that the traitors from the Zaporizhzhia region, who voluntarily went to cooperate with the Russian occupiers, are already thinking about ways to escape. Some of them openly discuss that they will flee through the temporarily occupied Crimea or Donetsk.
The fake governor of the Zaporizhzhia region, Yevgeny Balytskyi, reported to the Kremlin curators that he had launched nationalized sewing factories.
