Buildings, schools, hospitals and energy: Russia attacked civilian facilities over 82 thousand times in 2025

Since the beginning of this year, the Russians have carried out over 82 thousand attacks on Ukrainian residential buildings, schools, hospitals, energy and other infrastructure of the state.

This was stated by the Minister of Internal Affairs Ihor Klymenko during the inaugural meeting of the Coalition of Shelters for Ukraine.

“Every day, the Russian Federation deliberately strikes at civilian facilities. This year alone, the Russians have carried out over 82 thousand attacks on residential buildings, schools, hospitals, energy and other infrastructure of our state,” the head of the Ministry of Internal Affairs said.

Deputy Minister of Internal Affairs Oleksiy Sergeyev reported that in total, over almost four years of full-scale war, the Russians have carried out 400 thousand attacks on the civilian infrastructure of Ukraine.

“According to investigators of the National Police, in 2025, 13,669 civilians were killed, 48,503 people were injured. 200,000 houses, 4,200 educational institutions and almost 1,800 medical institutions were destroyed or damaged. Russia is deliberately targeting civilians,” Sergeyev said. The Deputy Minister of Internal Affairs informed that one of the most tragic events was the Russian attack on Ternopil on November 19, as a result of which, among other things, 6 people, including a child, are still missing.
