
Vnesheconombank of the Russian Federation, together with the Unified Institute of Spatial Planning of the Russian Federation, prepared the so-called “development plans” for the Donetsk, Luhansk, Zaporizhzhia and Kherson regions of Ukraine. The Russian authorities aim to resettle almost 114 thousand Russians to the temporarily occupied territories and develop tourism.
The Russian top leadership has developed 15 general plans for the temporarily occupied territories of four regions of Ukraine, including Donetsk, Luhansk, Zaporizhzhia and Kherson. They provide for an increase in the population by 67,100 people.
In addition, 10 more territorial planning projects have been developed, which will additionally allow to increase the number of residents by 46,700 people.
The Russian authorities aim to build more than 13 million square meters of new residential buildings, more than 140 kindergartens, dozens of schools, about a hundred outpatient clinics and polyclinics in the temporarily occupied territories.
Additionally, it is planned to build and reconstruct 3,270 kilometers of roads, about 430 kilometers of railways and 19 stations, as well as create marine marinas and berths and modernize four airfields.
The Russians also plan to open 25 industrial parks, 8 machine-building enterprises, 15 factories for the production of building materials, 6 mining facilities and a waste dump processing plant.
To implement all the conceived plans and projects, the authorities plan to attract 225,400 people.
At the same time, the Russian Federation is going to develop tourism in the temporarily occupied territories of Ukraine, and plans to attract about 9.4 million tourists by 2044.
