Bulgaria demands to terminate agreement with Ukraine and block €1.2 billion EU guarantee

The initiative concerns a ten-year agreement with Ukraine and Bulgaria’s participation in financial guarantees under a large EU loan for Kyiv.

The Bulgarian Renaissance Party has submitted a draft resolution to the National Assembly to terminate the cooperation agreement with Ukraine, Novinite reports.

The proposal was submitted by MP Petar Petrov.

This concerns an agreement signed on March 30, 2026 in Kyiv. The party demands to oblige the Bulgarian government to initiate the procedure for its termination, as well as to prepare a report on the possible property, defense and other consequences of such a step.

Separately, Vidrodzhennia opposes Bulgaria’s participation in financial guarantees for Ukraine’s credit support. According to Bulgarian media, Sofia may be talking about a guarantee of approximately €1.2 billion within the framework of the European mechanism for assistance to Ukraine.

On April 23, the EU Council finally approved a €90 billion loan to Ukraine. These funds should cover urgent budgetary needs and the needs of Ukraine’s defense industry in 2026–2027, and the first payments are expected in the second quarter of 2026.

For Ukraine, the Bulgarian party’s initiative does not mean an automatic review of support: it is a parliamentary project that must be considered. But it shows that financial and political assistance to Kyiv remains a subject of internal struggle in some EU countries, especially where opposition forces use the topic of spending on Ukraine as part of their domestic political agenda.
