Delayed salaries and hidden conscription: methods of replenishing the Russian army in the Zaporizhzhia region

In the temporarily occupied part of the Zaporizhzhia region, Russian security forces have deployed a new scheme of hidden mobilization. Instead of direct coercive measures, the occupation administrations are artificially creating an economic crisis, blocking the payment of salaries to the local population.

According to the Center for National Resistance, the region systematically delays the payment of salaries to employees in various fields. Residents often manage to receive their earned funds only through lengthy legal proceedings.

The created conditions of financial deficit are used as the basis for the recruitment campaign of the Russian Guard. Finding themselves without a stable income, the local population receives an offer to sign a contract with Russian units as the only way to provide for themselves and their families.

The main tool for attracting new recruits is targeted recruitment for the positions of drone operators. Recruiters emphasize the relative safety of such service, promising high financial security, benefits and social guarantees.

However, according to sources at the Center for National Resistance, the position of drone operator mostly functions exclusively as a cover for the implementation of mobilization plans. After the formal signing of documents, a significant part of the recruited residents are forcibly transferred to regular combat or assault units.

Thus, the Russian command uses a deception scheme to quickly compensate for personnel losses on the front line, using the mobilization resource of the temporarily occupied territories.
