Russia uses Western platforms to recruit foreigners for the war against Ukraine

Russia has established a large-scale online network to recruit foreign nationals for service in its armed forces. The network utilizes Western digital platforms, technologies, and server infrastructure to identify potential recruits.

The recruitment campaign targets citizens of African and Asian countries as well as Belarus—primarily young men who lack stable employment or work for low wages.

Potential recruits are offered jobs in construction or security, roles in film productions, or assistance with obtaining Russian visas.

Upon clicking an advertisement link, users are directed to a website featuring job offers. Some of these sites display the logos of Western media outlets, such as the BBC, creating the impression that these organizations endorse the offers.

Recruiters also promise foreigners payments that far exceed average earnings in their home countries. One advertisement offered a $15,000 signing bonus and a monthly salary of $3,000.

Researchers identified over 130 websites linked to the network.

According to Politico, the network utilized Meta and Google technologies to find potential recruits and measure the effectiveness of its advertising campaigns. Researchers identified 89 websites, seven social media pages or accounts, and 39 messaging app accounts or channels linked to recruitment activities.

According to the investigation, new resources belonging to this network appear almost daily.

One advertisement invited African men to a “global casting call” for a film project, using AI-generated images of Black men in military uniforms.

Western technologies are used for recruitment.

Investigators determined that the network’s main brand was hosted on a server in Amsterdam.

The websites were created using AI tools from American and Swedish companies. Data submitted by potential recruits via online forms was collected and transmitted to Russia using software from an Austrian company.

Western companies have the technical capability to remove such accounts, advertisements, and services.

Meta has already removed hundreds of ad campaigns.

According to Justin Arenstein, Director of Code for Africa, Meta has already removed over 300 advertising campaigns linked to Russian recruiters.

At the same time, journalists note that some of these resources remain accessible online, and search queries regarding contract service or foreign enlistment in the Russian army can lead users to sites offering such opportunities.

Alex McPhillips, a Google spokesperson for Europe, the Middle East, and Africa, disputed some of the investigation’s claims, particularly regarding the large-scale use of Google advertising. At the same time, he stated that the company is “actively investigating” all aspects of the report.

Russia recruits foreigners to replenish its army

According to the investigation’s authors, recruiting foreigners allows Russia to offset losses in the war against Ukraine without carrying out new large-scale waves of mobilization.

Furthermore, recruiting foreigners can reduce social tension within Russia and provide Russian forces with manpower from countries where income levels are significantly lower.
