November 15, the Russian army hit Kharkiv with rockets and continued shelling of three regions of the region. A woman was injured in the Kupyan region and was hospitalized.
Oleg Sinegubov, the head of the Regional Military Administration, spoke about the situation in Kharkiv Oblast on November 16.
According to his data, during the day the occupiers shelled the communities of Kharkiv, Chuguyiv and Kupyan districts, hit Kharkiv with rockets.
“There is destruction of private houses, commercial buildings, there were fires,” says the head of the Regional Military Administration.
A 73-year-old woman was hospitalized with an explosive injury in the Kupyan district.
As reported in the Main Department of the State Emergency Service in the Kharkiv region, two fires broke out in the Chuguyiv district as a result of shelling.
The first is in the Vovchansk community: a garage, an outbuilding, and a residential building were occupied in a private yard. The flame covered 200 square meters. m, it was extinguished for about two hours.
“In another case, a fire was recorded at a critical infrastructure facility on the territory of the Zmiiv community. It was quickly liquidated,” the State Emergency Service added.
Sappers of the service defused 312 explosive objects during the day.
Rescuers brought 20 tons of drinking water to Kupyansk and Izyum.
As specified by the Kharkiv Regional Prosecutor’s Office, the shelling in Kupyansk damaged the building of a food enterprise and residential buildings. Several private houses were destroyed in the village of Kruglyakivka, Kupyan district.
Private houses were also damaged in Vovchansk.
“The occupiers are targeting the residential sectors of the settlement,” the prosecutor’s office said.
In Kharkiv and Chuguyiv district, there is damage to critical infrastructure objects from missile strikes.
The shelling is being investigated under part 1 of Art. 438 (violation of the laws and customs of war) of the Criminal Code of Ukraine. The maximum penalty it provides for is 12 years in prison.
According to the data of the Main Directorate of the National Police in the Kharkiv region, 2,940 war crimes have been registered in the region since the beginning of de-occupation. Of them, 2,591 — under Art. 438 of the Criminal Code of Ukraine (violation of the laws and customs of warfare), 292 — according to Art. 111-1 (collaborative activity).

During the day from November 15 to 16, investigators, criminalists and explosives experts processed and recorded more than 15 facts of damage to buildings and other structures as a result of shelling and fires.

According to the rescuers, during the past day, 2 fires occurred in the Chuguyiv district of the Kharkiv region, caused by the impact of enemy shells and rockets.
In particular, on the territory of the Vovchan territorial community, a garage, an outbuilding, and a residential building with an area of 200 square meters burned in a private yard. It took the firefighters of the 47th State Fire and Rescue Department about 2 hours to put out all the sources of the fire.
In another case, a fire was recorded at a critical infrastructure facility on the territory of the Zmiiv community. He was quickly eliminated by the fighters of the 34th State Fire and Rescue Unit.
Also, rescuers went to check the places where enemy ammunition was hit 3 times, where no fires were recorded.
During the day from November 15 to 16, the rescuers of the Kharkiv Garrison of the State Emergency Service made 30 operational trips, of which:
13 – to eliminate fires, 2 of which were caused by enemy shelling;
1 – for emergency and rescue operations;
10 – to provide assistance to the population, the police and utility workers;
1 — on duty;
5 – other departures.
In the Osnovyansk and Novobavarsky districts, rescuers ensured the functioning of critical infrastructure facilities with the help of mobile power plants.
In the villages of Babai and Vysoky of the Kharkiv district, fires occurred due to domestic causes, which took the lives of an 83-year-old woman and a 60-year-old man, respectively.
312 explosive objects were removed and neutralized by the pyrotechnic units of the State Emergency Service during the day.
