“Genocidal rhetoric of the Russian regime”: the Russian Federation legalized discrimination against Ukrainians

According to analyst Serhii Zhukov, the Russian authorities are carrying out “outright linguicide” in the occupied territories of Ukraine.

The legislative framework of the Russian Federation contains “blatantly discriminatory” norms directed against ethnic Ukrainians. Some provisions of the laws are components of genocide, while others deny the existence of the Ukrainian nation as such. Such a statement was made by Serhiy Zhukov, an analyst at the Center for Strategic Communications and Information Security under the Ministry of Culture and Information Policy, during the presentation of the study “Genocide Rhetoric of the Russian Regime”.

“In the legislation of the Russian Federation, of course, no genocidal rhetoric was found and it could not have been there… What was interestingly found in the Russian legislation is a number of frankly discriminatory norms against Ukrainians. What about Ukrainians in the occupied territories, which the Russian Federation controls and considers part of of its territory, as well as citizens of Russia of Ukrainian ethnic origin,” the analyst said.

According to Serhiy Zhukov, in Russia, membership in public organizations connected with the Ukrainian diaspora outside of Ukraine is prohibited.

“They have lists of undesirable organizations, which include, for example, the World Congress of Ukrainians. Therefore, it is undesirable to be a Ukrainian in Russia,” the analyst noted.

Destruction of Ukrainian identity

Zhukov said that the Russian occupation authorities are carrying out “outright linguicide” in the captured territories, that is, they are limiting the use of the Ukrainian language as much as possible, literally destroying it.

“It is also worth noting that Russian legislation creates a legal basis for actions against Ukrainians that are components of the crime of genocide. That is, forced deportations, forced transfer of Ukrainian children from one national group to another,” Zhukov said.

The simplified adoption and passporting procedures, as well as the deportation of Ukrainians from the occupied territories “for humanitarian reasons” are aimed at the destruction of national identity. For this, relevant laws are adopted, decrees, instructions and orders are issued.

In addition, as Zhukov notes, the acts on the annexation of Ukrainian territories in principle do not recognize the existence of the Ukrainian people.

“They replace it with some fakes, such as the people of Crimea, the people of Zaporizhzhia region, the people of Donetsk region or the republic, etc.,” said Serhiy Zhukov.

Thus, the Russians in the temporarily occupied territories of Ukraine threaten parents to remove their children without Russian passports. According to the Resistance Movement, in the temporarily occupied territories of Ukraine, parents are blackmailed in various ways, including threats to take away their children.

According to analyst Valery Klochka, the UN is waiting for the decision of the international court to recognize the actions of the Russian Federation in Ukraine as genocide, so that the organization has something to rely on.
