
Four dead and ten injured, including a 10-year-old child – massive combined Russian attack on Novgorod-Siverskyі. Investigation launched.

A pre-trial investigation has been launched into criminal proceedings on the fact of a war crime that caused the death of people (Part 2 of Article 438 of the Criminal Code of Ukraine).
According to the investigation, on October 21 at lunchtime, Russians massively attacked the city of Novgorod-Siverskyі using drones and a multiple launch rocket system with cluster munitions.
Four civilians died as a result of the strikes. Ten local residents received shrapnel wounds, including a 10-year-old girl. A medical facility, private houses and cars were damaged.
Indiscriminate shelling with cluster munitions in dense urban areas is a gross violation of international humanitarian law. Prosecutors, in cooperation with investigators from the police and the Security Service of Ukraine, are taking all measures to record another war crime by the Russian Federation against civilians.
