“So that people could not communicate information “outside”, the Russians continue to close cities, and communication and the Internet never appeared in settlements close to the front line. In order to get in touch with relatives, you have to go and make phone calls deep into the region,” Gaidai said.

He also reports that civilians in the occupied territories of Luhansk region do not have access to medicine. All hospitals turned into military hospitals, where the Russians set up barracks.

In the occupied part of the Luhansk region, there has been a shortage of cash in ATMs for months in a row, so local residents complain about long queues in front of ATMs where money is available.

“The amount of cash imported from the territory of the Russian Federation was not changed during the year. However, not only the local population, but also tens of thousands of Russian military personnel who are based in the region are applying to receive it. Priority is given, of course, to militants. What remains is given to the bank’s civilian customers. Queues of dissatisfied people are growing every day,” the regional military administration notes.

Local residents said that cash is rarely delivered to ATMs. Therefore, some ATMs in occupied Luhansk are empty. If there is money there, then a queue of several dozen people lines up in front of the ATM. The situation is worsened by the fact that people from small settlements come to Luhansk for cash, because ATMs are always empty in small towns in the region.
