The city of Kupyansk in Kharkiv region is destroyed or damaged by 95%. And, according to the head of the Kupyansk city military administration Andriy Besedin, the percentage of destruction is approaching one hundred.

He also specified that as of June 27, 2025, the Russians dropped 201 guided aerial bombs on the territory of the Kupyansk community. Of these, four are one and a half ton guided aerial bombs, which “carry great destructive force and destroy a large number of private, apartment buildings, critical civilian, social infrastructure.”

The head of the city military administration also added that the Russians are using FPV drones on fiber optics in large numbers in Kupyansk.

“Now Kupyansk looks like a spider’s web. These drones are already practically waiting on the road, they are waiting for any car: it doesn’t matter if it’s military, civilian, medical service, State Emergency Service, police – they will attack immediately. Therefore, the situation is extremely difficult, but first of all we are trying to persuade people to leave the territory of the community, because, unfortunately, now the only way to save lives is to evacuate,” said Besedin.

It is specified that today approximately 30% of the city has electricity, 40% has centralized water supply, and 70% has gas supply. And restoration where it is not available is currently impossible due to shelling, added Besedin.

However, according to him, 1,375 civilian residents still live in the city of Kupyansk itself, and 2,500 in the community. 99% of those who remain are pensioners.

“Thank God, there are no children. Recently, there was even an unfortunate incident when a mother with four children, who was evacuated when the forced evacuation of families with children was announced, returned to Kupyansk,” the head of the community explained.

He added that for four days, this mother was actually hiding in different locations, apartments or houses and hiding her children. However, in the end, she was found and taken away. She is now in Kharkiv.

“Objectively, we are very much in control of this process, we are even more strict in verifying families with children, especially those who fall into the category of unstable, who can return or have the opportunity to return to the city of Kupyansk, we are constantly in touch with them,” said the head of the city military administration.
