During the escape from Balaklia, Kharkiv region, the Russian military left a flash drive with secret information and data of servicemen involved in the commission of war crimes in the city.
Journalists assume that the carrier belonged to one of the deputy commanders for political work of the “Balaklia” military group. Thanks to the documents on the flash drive, it was possible to identify not only the units of the Russian Armed Forces that were in Balaklia during the occupation of the city, but also individual servicemen who tried to recruit the local population and sought out victims for torture during the occupation of the city.
Journalists identified 46-year-old colonel Mykola Klimanov from Voronezh, deputy commander for military and political work of the 11th Army Corps of the Baltic Fleet of the Russian Federation. At the end of March, in Balaklia, Savintsy and surrounding villages, he organized work to identify persons with a negative attitude towards the Russian army. He was offered to be presented to the Russian “Order of Courage”.
It was also possible to identify the senior operational officer of the FSB of Russia from the Baltic Fleet and the troops of the Kaliningrad region, Major Dmytro Meleshenko. Journalists also found a physical document with the signature of 36-year-old Meleshenko at one of the enterprises in Balaklia, which was turned into a command headquarters by the Russian army during the occupation.
Chernev also organized the work to identify and detain persons who have a negative attitude towards servicemen of the Russian Armed Forces and the People’s Militia of the People’s Republic of China. For this, he was offered to be presented with a medal “For Military Achievement” of the highest degree with a monetary incentive.
Journalists spoke with several residents who were imprisoned in the Balaklia police district during the occupation, where the Russian military set up a torture chamber. According to the testimony of the prisoners, representatives of the FSB of the Russian Federation were usually present in places of detention. They gave instructions, interrogated and made sure that after leaving or escaping, no traces were left in the places of their deployment, which would help to identify them. With the help of the Russian editorial office of Radio Liberty, it was possible to identify FSB employees who worked in Balaklia.
The signatures of the FSB employees were found on electronic award documents from a secret flash drive. In particular, it was possible to identify the senior operational officer of the FSB of Russia from the Baltic Fleet and the troops of the Kaliningrad Region, Major Dmytro Meleshenko.
Journalists also found a physical document with the signature of 36-year-old Meleshenko at one of the enterprises in Balaklia, which the Russians turned into a command headquarters during the occupation.
Another identified FSB employee from Balaklia is Pavlo Kashirskyi. The found documents testify not only to his presence in Balaklia, but also to how he behaved with the locals. He organized the involvement of officials of the Balaklia administration to cooperate with the command of the “Balaklia” group. At the beginning of the occupation of Balaklia, the then mayor Ivan Stolbovoi sided with the occupiers. Now in Ukraine, he was informed of the suspicion of treason.
Kashirskyi also provided protection against “provocative and terrorist threats”, as well as information and propaganda support. According to the discovered documents, he “installed 8 gunners and artillery adjusters of the Defense Forces of Ukraine, 6 people who “promote nationalist ideas” and are aggressively opposed to the Russian army, as well as “12 assistants of the Armed Forces of Ukraine”, who transmitted data on the location of units of the “Balaklia” group “.
There is information on the flash drive that “during special events, their activities have been suspended.” 30-year-old ensign Serhiy Pashkeev from the city of Sochi is also mentioned. According to the documents on the flash drive, he is the chief of the secret unit of the 9th motorized rifle regiment of the 18th motorized rifle division of the 11th Army Corps of the Russian Federation.
He ensured the management of the secret administration of the “Balaklia” troop group. During the artillery shelling of the command post, he personally participated in the evacuation of secret documents and had to ensure the protection of state secrets, including on electronic media, such as a flash drive.
Journalists also published data about who commanded the “Balaklia” group of troops, and therefore is responsible for the atrocities committed there. This is Major General Andrii Ruzynskyi. He is officially listed as the commander of the 11th Corps of the Baltic Fleet, in Balaklia he directly managed the group. Since May 2018, he has been under Ukrainian sanctions as a participant in the war in Donbas, and the GUR calls him a war criminal. In the summer of 2022, Ivan Popov became the new commander, as evidenced by the documents found.
The original of the flash drive forgotten by the occupiers is now in the investigation of the Kharkiv region Security Service of Ukraine (SBU) Department and is being studied as part of criminal proceedings.
