In the occupied territories of the Luhansk region, a new wave of campaigning has begun with the aim of speeding up the process of obtaining Russian citizenship.
Budgetary institutions of the region received an order to organize explanatory work among the population regarding the importance of fast registration of passports of citizens of the Russian Federation.
The document, which came into the hands of the sources, emphasizes that this work is necessary to prevent possible negative consequences that may arise due to the lack of social guarantees for those persons who, starting from January 2025, will not be able to permanently reside in the territory of the LPR with a passport a citizen of Ukraine. Without a Russian passport, their legal status will be determined as citizens of a foreign country, which may negatively affect their rights and social benefits.
In particular, the document states that in case of refusal to obtain Russian citizenship, residents may find themselves in a difficult situation, where it will be difficult for them to take advantage of social guarantees and other benefits that are provided only to citizens of the Russian Federation. Therefore, the relevance of conducting explanatory work and campaigning activities becomes obvious.
In the occupied territories, monitoring activities are regularly conducted to collect statistics on the pace of passporting of the population. Despite the significant efforts of the authorities, some districts show reluctance or sabotage in the process of obtaining Russian passports. This is caused both by fear for the preservation of rights and privileges, and by alienation from the process of occupation.
In this regard, local administrations are actively involved in the campaign, organizing meetings and explanatory sessions for residents, as well as using the media to popularize the need to obtain Russian citizenship. At the same time, the authorities are concerned that sabotage by the public may complicate the implementation of the passporting policy, so they are taking additional measures to overcome resistance and ensure high rates of passport issuance.
This campaign is part of a broader strategy aimed at integrating the occupied territories into the legal and social structure of the Russian Federation, which includes not only passporting, but also reforms in the educational, medical and social spheres.
