Since the occupying power does not have specialists who would be able to carry out the appropriate marking, how to get it to the residents of the occupied regions remains unknown. Russians can use the registration of pets as an excuse for looting.
According to Federal Law No. 221-FZ of June 28, 2022, marking and registration of farm animals in the Russian Federation becomes mandatory from March 1, 2024. Marking will make it possible to ensure high-quality accounting of animals, control migration, and prevent the spread of infectious diseases,” the occupation administration said.
