
A pre-trial investigation into the facts of war crimes (Part 1 of Article 438 of the Criminal Code of Ukraine) has been launched under the procedural guidance of the Kherson region prosecutor’s office.
According to the investigation, on October 22, 2025, the Russian army shelled settlements in the Kherson region with artillery, mortar weapons, and drones.
As of 17:30, ten people were known to have been injured by Russian aggression.
The largest number of injured people is in Kherson. Eight people were injured as a result of several artillery attacks on the city. Another man was injured by a shell explosion that the occupiers dropped from a UAV. A woman was also injured by a shell dropped on the highway between Novodmytrivka and Tomyna Balka – she was in a car, the Kherson Regional Prosecutor’s Office reported.
Private and apartment buildings, a shop, a coffee shop, and a warehouse were damaged.
Prosecutors, together with investigators, continue to record the consequences of the attacks and document war crimes committed by the armed formations of the Russian Federation.
