The Dobrindt plan: Germany intends to stop Russia
Germany intends to significantly strengthen its defenses against Russian sabotage and other hybrid attacks.

German Interior Minister Alexander Dobrindt presented a set of measures to strengthen the country’s defenses against hybrid threats.
The plan includes:
countering drone attacks and sabotage on critical infrastructure;
strengthening cybersecurity;
detection of spies and potential terrorists.
One of the proposed measures is the expansion of mobile units of the federal police, which will specialize in combating drones. These forces will be able to quickly move between regions and will have helicopters and specialized equipment. They will be used to protect the airspace over important transportation facilities, particularly airports and train stations, as well as the government district in Berlin.
The units will be tasked not only with detecting and intercepting drones but also with neutralizing drones that could be carrying explosives.
Another initiative concerns companies responsible for critical infrastructure. Water utilities, energy companies, and defense industry representatives could receive additional legal powers to counter drones. This will allow them to respond to threats independently, without waiting for government forces to arrive.
Special attention is planned to be given to modern technologies. German authorities want to make greater use of artificial intelligence, biometric facial recognition systems, and video surveillance, including at train stations. Such technologies should help identify weapons, suspicious behavior, and individuals suspected of plotting attacks or espionage.
Another focus will be strengthening cyber defenses. Germany plans to create a national Cyberdome – a comprehensive system of digital sensors designed to detect and block attempted cyberattacks.
