More than 80,000 war crimes have been registered and pre-trial investigations are being carried out by law enforcement agencies. About 5,000 of them relate to brutal treatment of the civilian population. This was stated by the representative of the General Prosecutor’s Office, Denys Lysenko: “… the brutality of the occupiers and enemy troops affects not only the civilian population, it is also characteristic of the treatment of prisoners of war. To date, law enforcement agencies are conducting pre-trial investigations in 265 criminal proceedings on the fact of brutal treatment of prisoners of war. And at this time, more than 1.5 thousand Ukrainian prisoners of war have already been recognized as victims.”
According to him, it is difficult to imagine the real number of victims who became victims of torture at this time.
“We have already identified thousands of such victims. However, in this context, it is worth keeping in mind the figure that today we are still investigating about 15 thousand cases of illegal deprivation of liberty, as well as more than two thousand intentional murders. That is, we understand that these crimes are closely are connected, and those persons who were illegally deprived of their liberty often become victims of torture. Just as the murdered persons are very often subjected to torture beforehand,” added Lysenko.
The representative of the Prosecutor General’s Office noted that there are certain trends in the behavior of Russian troops on the territory of Ukraine. Cruelty has a systemic nature, it is characteristic of all regions, absolutely all types of units of the armed forces of the Russian Federation, as well as armed formations controlled by it, commit violations of the norms of international humanitarian law, which prohibit cruel treatment of the civilian population.
Also, there is a direct correlation between the number of war crimes, in particular torture, committed in a certain territory, with the time of occupation of this territory, as well as the intensity of hostilities in this territory.
