
On December 18, the Russians attacked a utility company in Kherson. Two citizens were seriously injured from the shelling.

They noted that the Russians opened fire at around 2:00 p.m. The territory of one of the utilities of the Kherson City Council was hit.
A 61-year-old employee received an explosive injury and a shrapnel wound to the abdominal cavity as a result of the shelling. She was taken to a medical facility in serious condition. Doctors are providing the victim with all necessary assistance.
Later, the administration reported the hospitalization of another seriously injured resident. At the time of the attack, the victim was in the building.
“An 86-year-old Kherson resident received an explosive injury and a shrapnel wound to her left shoulder as a result of Russian shelling of the Dniprovs’kyi district at around 2:30 p.m.,” the report says.
Two killed and two wounded in Kherson region due to Russian shelling
Two civilians died in Kherson region on Thursday as of 5:30 p.m., the press service of the regional prosecutor’s office reported.
“During December 18, 2025, Russian military personnel shelled settlements in Kherson region with artillery and mortars, and also attacked with the help of drones. As of 5:30 p.m., two civilians were killed and two wounded as a result of the armed aggression of the Russian Federation,” the prosecutor’s office said in a statement.
Thus, according to the prosecutor’s office, in the morning the Russians dropped explosives from a UAV in the village of Novodmytrivka. A man died as a result of an attack in his own yard. At about 11:55, the Russian military carried out an artillery shelling of Kherson. A man who was on the street suffered injuries incompatible with life.
In the afternoon, the Russians attacked Kherson again – this time with rocket artillery. Two women were seriously injured as a result of the shelling. Private and multi-apartment residential buildings, as well as vehicles, were damaged.
Under the procedural guidance of the Kherson region prosecutor’s office, pre-trial investigations into the facts of war crimes were initiated (Parts 1, 2 of Article 438 of the Criminal Code of Ukraine).
